doen an iphone need to be used as a phone?

I had an itouch but it got stolen
when someone broke into my house
so now the insurance is giving me 400 dollars
(cuz mine was 16 gigabyte)
im thinking of getting an iphone so i have a camera in it
but i cant afford the monthly bill
so i was wondering if i could get an iphone and just not use it as a phone and then not have the monthly bill

AT&T will not sell you a phone without service. However, you might be able to get an unlocked iPhone on ebay for about $400.

Why though? If you dont want the service, then the iPhone basically becomes a crappy camera with an MP3 player and a few other bells and whistles.
